This book is the outcome of the roundtable conference on "How to Strengthen Policy-oriented Research and Training in Viet Nam", which took place in Hanoi on 31 August 2005. ADBI co-organized the conference with the Vietnamese National Institute for Science and Technology Policy and Strategy Studies, Institute for Agricultural Economics and the Central Institute for Economic Management. Over 100 participants from government agencies, research and training institutions, ODA projects, the private sector, foreign diplomatic representations in Viet Nam, international organizations, universities, and the media participated.

The conference reaffirmed the consensus that the rapid socio-economic development of Viet Nam and the country’s increasing international integration require new forms of research and training so policy makers can respond to new challenges. It created an awareness of the need for a "center of excellence" in Viet Nam and provided support for the launching of an informal network of think tanks and other interested parties in Viet Nam.

ADBI commissioned two international researchers and three Vietnamese research teams to prepare background studies for the conference. These five background studies give a detailed and up-to-date picture of public policy research and training in Viet Nam as well as its regional perspectives and theoretical foundations. The studies are assembled in this bilingual publication.

    It’s a good initiative and relevance to Viet Nam at this moment as its economy is quickly growing like China and India. Without strengthening the capacity of public policy and research it is difficult for a country to be on right track of development.
