This module covers the reasons for developing a poverty strategy, the challenges involved, the
need to follow a participatory approach in the strategy formulation stage, the need to design a programme
of policy measures, which are compatible with the country’s resource endowments, and consistent with its
public expenditure plan, and which are prioritised. It is also important that the implementation and effect
of the proposed policy measures can be monitored.
Poverty reduction strategies have to be based on a sound knowledge of the extent and causes of
poverty in the country. The module therefore also deals with establishing poverty levels and poverty
profiles, the value of opening up debate on poverty in the country, and the need to use a variety of
definitions and sources of data to build up a holistic picture of the living standards situation in the country.
