Poverty Targeting in Asia: Experiences from Five Country Studies, Presentation
This presentation surveys evidence on the effectiveness of poverty targeting in Asia and discusses the implications of this for Pakistan. It draws on case studies from India, Indonesia, the Philippines, PRC, and Thailand that show high rates of leakage to the non-poor and under-coverage of the poor. Problems of both governance and the technical difficulty of targeting are highlighted.
