Case Study on Results-based Management as Applied to the Philippines Budgeting Process

Results-based management (RBM) has been introduced into the Philippines' budgeting process. By using the medium-term expenditure framework, the government forecasts tax revenue and expenditure. An organizational performance indicator framework contributes to transparency and effective resource allocation.

This presentation shows the example of the Land Transportation Office, which used the logframe to link programs and activities to major final outputs. Some policy conditions for sound budgeting preparation are:

  • performance-based budgeting,
  • resource optimization, and
  • full disclosure and transparency.
