Management for Development Results: Experience of Cambodia Education Reform

In 2000, the government of Cambodia initiated a national education reform, the Education Sector Support Program. The program utilized the concepts of results-based management (RBM), and aimed at contributing to Cambodia's poverty reduction strategy and education for all targets.

RBM-based education reform has enabled efficient resource mobilization through the medium-term expenditure framework and budget planning. In addition, the reform accelerated decentralization of program management. Furthermore, the reform contributed to strengthening partnerships among donors, NGOs, and government agencies.

The reform provides several important lessons including the necessity of government's strong ownership and leadership, long-term vision in education reform, and inter-ministerial strategic linkages with finance and public service ministries.
