Fostering Clusters and Linkages: Evidence from the Electronics Industry in Malaysia

Malaysia has achieved considerable success in developing its electronics sector on the basis of heavy foreign investment. This paper examines government policy for the electronics sector focusing on the strategy of encouraging the development of clusters of firms based in one location. The experience of two different clusters is contrasted with the suggestion that government policy has helped cluster development in one of the two areas.
