Poverty Targeting and Village Level Governance: A Case study from Uttar Pradesh, India
Poverty targeting projects often fail to reach the very poor.
This paper reports the results of a detailed survey of households in Uttar Pradesh, India. It discusses different definitions of the poor. Based on these different definitions it then quantifies the errors in household targeting from a food-for-work scheme. The paper concludes that villagers themselves may have different perceptions of who is poor than outside observers.
