Regional Public Goods, Aid and Development - Presentation
In his keynote speech, Todd Sandler spoke about financing schemes, monitoring measures and infrastructure development in relation to Regional Public Goods in developing regions based on “the three properties of publicness—the non-rivalry of benefits, the non-excludability of benefit recipients and the aggregation technology.” His paper also highlighted how the efficient supply of RPG depended upon a mix of these three characteristics. Mr. Sandler began his talk with a preface in globalization and regionalization and how these were associated with increased cross-border flows. He said that Regional Public Goods aid in the development not only of individual countries, but also of the whole region. He mentioned six key areas in relation to RPG: infrastructure, regional security, health, environment, governance, and knowledge, which are essential to promote development in cross-border countries and regions. In an evaluation of Regional Public Goods, he said that cross-border countries are only as strong as the weakest link, and that if one of the countries suffers, the whole region is affected.
