Transit Route Analysis through ESCAP Time/Cost Distance Methodology
Ms. Karandawala presented the time/cost distance methodology, which is basically a tool to analyze bottlenecks. Due to the different views of the government, trade unions and workers, there is a need to isolate and identify both physical and non-physical bottlenecks at specific routes. The time/cost distance methodology allows policy-makers to compare changes over a period of time, compare competing modes of transport and compare alternative transit routes. The methodology requires preliminary information such as the transport route (which advisably is broken up into as many segments as possible) from a place of departure to a destination, and the type, size and quantity of the goods to be transported. Ms. Karandawala showed an easy-to-use template that ESCAP had developed to assist in the analysis.
