Poverty Targeting in the People’s Republic of China

The PRC has pursued an active policy of targeting resources at poor and vulnerable households. This paper discusses the effectiveness of the measures used in the context of the overall poverty situation in PRC.

A major focus has been the use of measures of regional targeting based on a classification of ‘poor counties’. The paper quantifies errors associated with this regional targeting and surveys the evidence on its impact on incomes within poor counties. Regional targeting is found to have been a relatively blunt instrument in addressing poverty.
