What is Special about Enterprise Performance in North-East People's Republic of China?
The growing disparities in income and wealth in the People's Republic of China (PRC) are attracting attention. An important aspect is the disparity between regions. The north-east region has a high concentration of state-owned enterprises and was the PRC's old, heavy industry base. Reform and industry restructuring is critical to improve its economic prospects.
This paper uses a unique database to examine the performance of enterprises in the north-east region. It shows that contrary to popular belief, privatization has been as rapid as elsewhere in the country. However, the region still suffers from particular locational disadvantages in relation to its investment climate: their impact on productivity and profitability is quantified in the paper.
