Using ICT in Capacity Building for Poverty Reduction in Asia: Lessons Learned from the Microfinance Training of Trainers Course
Using information and communication technology (ICT) in distance learning is emerging as a promising way for delivering pro-poor capacity building initiatives in developing countries. Realizing this growing potential, ADBI, the Tokyo Development Learning Center of the World Bank, and the United Nations Capital Development Fund launched the Microfinance Training of Trainers (MFTOT) Course in 2004. The MFTOT blends CD-ROM-based self-learning with video conferencing through the Global Development Learning Network.
This paper identifies key lessons learned in using ICT for capacity building based on the two courses. The paper concludes that distance learning is an appropriate method for capacity building, particularly in areas underserved by conventional education systems.
