Tax Administration Course - 2006

Post-event Statement

The course was held in Siem Reap, Cambodia from 21-23 March 2006 in partnership with the Royal Government of Cambodia and National Tax Agency, Japan. Approximately 30 senior tax officials including commissioners and deputy commissioners of tax authorities from ASEAN countries discussed measures for efficient tax administration and management focusing on the self-assessment tax system. The course provided a high-level forum for participating tax authorities for exchange of the best practices. The course was aimed at strengthening efficient and transparent tax administration to improve good governance and tax revenue management. The summary report is available online.

Background

The establishment of efficient and transparent tax administration systems is crucial, sound fiscal management. Increases in tax revenues and public expenditures have become important to sustain economic growth and social stability. Policymakers and administrators need to improve their enforcement of tax administration, taxpayer services, and tax policy harmonization. These are key elements of good governance and sound fiscal management.

ADB has organized annual tax conferences for the last 15 years. In parallel, the Tax Administration course which was initiated by ADBI and the National Tax Agency of Japan aims to strengthen the capacity of tax officials involved in tax administration and policy enforcement with an emphasis on putting concepts into practice.

Objectives

The course aims to:

  • help establish basic tax systems to sustain government finance for public expenditures
  • help restructure tax administration organizations contributing to good governance
  • facilitate introduction of VAT and measures for its effective and efficient enforcement
  • strengthen crucial role of tax audit to enhance taxpayers’ overall compliance
  • enhance public relations, tax counseling and guidance activities for taxpayers, and
  • help human resource development for capacity building of tax administration officials
