Tax Conference 2006: Tax Reform and IT Infrastructure

Post-event Statement

This seminar was held in Tokyo from 17 - 20 October 2006 in collaboration with ADB, Japanese Government, and OECD. 39 participants across the region and from the relevant tax policy and administration agencies attended the seminar.

This year the seminar focused the following issues, tax reforms and IT infrastructure introduction. The conference offered an opportunity for knowledge sharing through the exchange of best practices in international tax reform and administration. Presentations focused on: (a) trade liberalization related tax reform; (b) international taxation; (c) compliance risk management; (d) introduction of flat rate tax; (e) administrative reform through IT introduction.

Background

ADBI, in partnership with ADB, the Ministry of Finance of Japan, and the Organisation for Economic Co-operation and Development, are organizing the 16th Tax Conference on 17-20 October 2006.

Two key issues in international and national taxation: tax reform and information and telecommunications (IT) infrastructure will be discussed. Many developing countries are facing similar issues on this subject such as decline in customs and duty revenues due to World Trade Organization commitments, the necessity of broadening the tax base, and the shift from direct to indirect taxes. As a result, there is a rapidly growing need to introduce various tax reforms in developing countries. It is also recognized that efficiency of tax administration should be achieved through IT Infrastructure development. The conference offers an opportunity for knowledge sharing through the exchange of best practices in international tax reform and administration.

  • To provide participants with international knowledge and policy instruments for tax reform and ICT-based tax administration
  • To share experiences and establish networks among policy makers responsible for tax policies and tax administration

Participants

Middle- to senior-level government officials in ADB?s developing member countries who are directly involved in establishing tax policy, supervising tax administration, and managing and developing human resources for tax policy implementation.

Responsibilities

Each participant will be required to submit a country report. In addition, participants will make country presentations based on the group discussions during the conference.
