Development Management for Senior Executives Workshop

This workshop was held in Tokyo from 4 to 8 April 2005. The participants undertook several activities that facilitated the application of results-based management (RBM) concepts to their work situation. The participants prepared sector roadmaps and identified key areas to further implement RBM in their agencies. Workshop presentations are posted on this web site. Background
Developing member countries (DMCs) in the Asia Pacific region have initiated new approaches to enhance their governance and strengthen their focus on development results. ADB has been assisting DMC governments to improve their development planning and project and program implementation, including the adoption of results-based management (RBM) approaches.
In order to achieve better results, the governments will need to put more emphasis on
- planning, implementation, monitoring and evaluation;
- linkages between budget allocations and output performance and the Medium-Term Expenditure Framework;
- institutional and human resource development for adopting RBM;
- incentives and ownership;
- Millennium Development Goals indicators and targets for measuring performance; and
- key results areas at the macro, sector, local area, institution and project levels.
This workshop will focus on the DMCs' experiences in implementing RBM.
Objectives
- To strengthen the planning and implementing capacities of senior government officials, including the adoption of RBM for country- and sector-wide economic development and in ADB-financed projects and programs
- To provide opportunities for participants to share experiences in planning and implementing RBM, with a focus on ADB-assisted programs and projects
- To prepare action plans to adopt RBM at the sector and national levels

- Workshop materials published in a CD-ROM and on the ADBI website
Participants
Senior government officials directly involved in planning, implementing, and evaluating development programs from planning or executing agencies that are adopting RBM in ADB-assisted projects and activities.
Language
English (no interpretation will be provided)
Responsibilities
Each participant is required to participate in every session during the seminar and prepare an action plan at the sector or national level to better manage for development results.
