NARBO 4th Thematic Workshop on Water Allocation and Water Rights

Post-event Statement

This workshop was held in Saitama, Japan, on 23-26 January 2007 in collaboration with the Asian Development Bank (ADB), and the Japan Water Agency (JWA), as one of the leading activities of the Network of Asian River Basin Organizations (NARBO). Thirteen government officials and practitioners from seven countries (Viet Nam, Lao PDR, Thailand, Philippines, Indonesia, Sri Lanka and Japan) in charge of water resources management attended the workshop to discuss and consider how to improve issues on water allocation in each attendant’s country. During this workshop, each participant actively interacted with each other, and deliberated his/her action programs for improving water allocation issues. Purpose

The purpose of the workshop is to make presentations on action programs for improvement of issues on water allocation and water rights based on the discussions in the former (1st -3rd) thematic workshops.

Background

Increased water demand and water use conflicts are occurring in many countries in Asia, and licensing mechanisms, water allocation, and water rights have become regular challenges. Unfortunately, the extensive interest on these topics has been in stark contrast to the relatively few successful experiences so far in the region.

Water rights and water allocation are of particular interest to the Network of Asian River Basin Organizations (NARBO), which was established to share knowledge and build capacity for integrated water resources management (IWRM) in river basins throughout Asia as well as to strengthen river basin organizations' capacity and effectiveness in promoting IWRM and improving water governance.

NARBO considers the thematic workshops on these subjects as among its priority activities for 2006-2007. Four workshops have been planned for the calendar year—the first workshop, which focused on identifying country situation and issues on water rights and water allocation, was held in Viet Nam in December 2005; the second workshop, which focused on uncovering causes of the issues, was held in Manila in June 2006; and then, the third workshop, which focused on reviewing and enhancing the findings from the first two workshops and identifying improvements and solutions, was held in Thailand in November-December 2006.

The 4th workshop, final one of the series, will focus on the preparation of a report with a high-quality action plan that will take into account the results of the first three workshops. It will be hosted by Japan Water Agency (JWA).

Objectives

The main objective of the 4th workshop is the presentation of final action program for approach to improvement of water allocation issues by each participant.

Participants are to be the “Core Members” of the thematic workshop on water allocation and water rights. Participation is by invitation only.
