Use of IT in Tax Administration

Post-event Statement

This seminar was held in Chiang Mai, Thailand from 4-6 July, 2007, in collaboration with the National Tax Agency of Japan and the Revenue Department of Thailand, attended by 25 participants from 10 tax administrations in Cambodia, Indonesia, Japan, Lao PDR, Malaysia, the Philippines, Singapore, Thailand and Viet Nam. In this seminar, all delegates discussed (i) ICT’s usefulness in driving and assisting tax administration, increasing taxpayer compliance and broadening tax base, and (ii) measurements to minimize the risk of information security to keep the credibility and sustainability of IT use in tax administration.

Background

The establishment of efficient and transparent tax administration systems is crucial, sound fiscal management. Increases in tax revenues and public expenditures have become important to sustain economic growth and social stability. Policymakers and administrators need to improve their enforcement of tax administration, taxpayer services, and tax policy harmonization. These are key elements of good governance and sound fiscal management.

This seminar mainly focuses on the use of IT in tax administration, which is one of the most important topics in the realm of tax administration. Introducing IT in tax administration should be promoted actively because it can contribute to better services for taxpayers, and contribute to the rationalization of administrative work in tax administration. However, ensuring IT security is one of the most difficult challenges in using IT in tax administration.

Participants

Senior-level government officials in the developing member countries who are directly involved in managing general tax administration, supervising and monitoring tax audit performance, supervising the improvement of taxpayer services, policymaking for the introduction of VAT, and managing and developing human resources for tax administration

Responsibilities

Each participant will be required to submit a country report. In addition, participants will make country and group presentations based on the discussions during the seminar.
