Public Finance/Social Security System and Intergenerational Issues in De-population Society- International Conference

Background

Japan has entered into de-population earlier than other developed countries such as those in Europe. However it is known that some Asian countries such as the People’s Republic of China (PRC) and the Republic of Korea have been experiencing declining birthrates and are gaining an aging population more rapidly than Japan. It is predicted that the PRC and Korea, among others, will also become de-populated societies in the near future.

It is already thought that de-population, declining birthrates and increased aging are important issues of developed countries such as Japan and in Europe, but also important for other Asian countries. Because of this, it is very likely that inter-generational economic adjustment in various fields, such as public finance/social security system, fiscal policy, financial market development and capital and labor mobility in the aging economy, will become necessary in the future.

Particularly, the social security system such as pensions and medical care, with large inter-generational transfer, will be the most challenging issue. These are expected to affect economic vitality and public finance due to their influence on labor supply and productivity by the rise of the social security burden.

The aim of this international conference is to reassess and discuss these issues facing Asian countries such as Japan, the People’s Republic of China, the Republic of Korea, and European countries such as Germany and Sweden. Policy challenges on de-population issues will be discussed from the viewpoints of economics experts, domestic and foreign government officials, and academics. The conference also aims to provide appropriate policy responses and suggestions for regional cooperation in Asia and Europe with inputs from conference participants.
