Presentation titled: “Managing PPP Projects and Programs: the Experience of the State of Victoria in Australia”, made by Richard Foster, the Executive Manager of Australia’s Partnerships Victoria. Jamal Saghir, Director of the World Bank’s Energy, Transport, and Water Department, Sustainable Development Vice Presidency, moderates the first session of Day 2 covering the topic: “Global PPPI market—current issues and trends and implications for emerging economies.” Rania Zayed, Head of PPP Unit and Advisor to Minister of Finance in Egypt, discusses the costs of project development and procurement in Egypt. Michael Barrow, Director of the Asian Development Bank’s Private Sector Department, outlines recent trends in PPP equity financing, and in the Asia Pacific specifically.
PPPI Days 2008 delegates discuss issues raised by the presentations. Jyoti Shukla, Manager at the Public Private Infrastructure Advisory Facility of the World Bank, presents the topic: “Global Trends in Private Provision of Infrastructure.” Edward Farquharson, Director of Partnerships UK and Dr. Shri Arvind Mayaram, Additional Secretary and Financial Advisor of India’s Ministry of Rural Development, respond to questions on their presentations. Members of the Indonesian and Mongolian delegations during Day 2 Sessions.
William Streeter, Fitch Ratings’ Managing Director & Head of Global Infrastructure & Project Finance Asia Pacific, discusses the outcome of Fitch’s rating process of a number of sub-national PPPs across India. A PPPI Days 2008 delegate requests for additional clarification from the panel during the session: “The spatial dimension of PPPs: trends and capacity issues for PPPs at the sub-national level.” Chris Wilson, Executive Director of 4Ps in the United Kingdom, details important lessons learned by 4Ps as a sub-national PPP project management unit. Michael Barrow, Private Sector Department Director at the Asian Development Bank lends his perspective on the PPPI trends and recent developments in the Asia-Pacific region.
Jamal Saghir, Director of the World Bank’s Energy, Transport, and Water Department, Sustainable Development Vice Presidency, provides a summary overview of the session and engages the audience in a dialogue with the panel. Chee Mee Hu, Moody’s Senior Vice-President of Project and Infrastructure Finance Ratings Group, provides in-depth insight to how rating agencies approach PPPIs on the project level and what are the critical short and long–term bankability issues for PPPI projects. David Ssebabi, Head of PPP Unit in Uganda’s Ministry of Finance, outlines the recent PPP experiences of Uganda focusing on critical bankability and financial close issues that have been faced. Ahmad Wali Shairazy, Deputy Minister of Afghanistan’s Ministry of Energy and Water, speaks during the roundtable discussion about Afghanistan’s urgent PPPI capacity building needs and suggests constructive next steps for the PPPI global knowledge sharing network to consider.
Public sector delegates present the findings of their focus group discussions on the urgent PPPI capacity building and knowledge sharing needs faced by the diverse group of countries in their regions. Bambang Susantono, Indonesia’s Deputy Minister in the Coordinating Ministry of Economic Affairs, raises a number of issues related to PPP experiences of Indonesia.
