Day 2: Infrastructure Investment – Addressing the Financial Gap

This session examined the experiences of Viet Nam and other countries from the region in attracting domestic and foreign direct investment for infrastructure development and in implementing PPPs across the main infrastructure sectors. It reviewed regional and global experiences in implementing PPPs and lessons that have been learned.

This session reviewed how the definition of PPP's has evolved, introduced the main PPP modalities for infrastructure, and explored how those modalities have been implemented in infrastructure projects in the region and globally.

Infrastructure Investment: Opportunities and Constraints – An Investor's Perspective - Raymond Chung, Vice President, Morgan Stanley Hong Kong

This session highlighted the growing interest of the private sector in infrastructure investments in the region, described how infrastructure investment funds are proliferating globally, and detailed why infrastructure investments are attractive to private sector investors. It outlined what the private sector views as the main challenges and constraints to accelerating the pace of private sector investment and development of PPPs for infrastructure in Viet Nam and the region.

This session provided an overview of the government's strategy for private sector development (PSD) and the institutional and regulatory frameworks which have been established for infrastructure service delivery and govern private sector investment and PPPs in public infrastructure.
