APEC Training Course on Advocacy of Competition Law and Policy

Background

Under the framework of Competition Policy and Law Group (CPLG), the APEC Training Course on Competition Policy is an annual training course series aimed at addressing selected aspects of competition policy and contributing towards the APEC Principles to Enhance Competition and Regulatory Reform. Five training courses were conducted from 2005 to 2009 and focused on competition issues of common concerns. This sixth training course focuses on competition advocacy.

The training course is designed to put into action the Leaders' commitment to make Leader's Agenda to Implement Structural Reform (LAISR) a central element of APEC's agenda. Particularly in the face of the global financial crisis, Leaders confirmed their commitment to pursuing, and helping APEC economies to build capacity to undertake, sound structural reforms. Competition policy is one of the key components of structural reform and helps economies to raise economic efficiency, enhance consumer welfare and ensure sustainable growth. CPLG is the Economic Committee - EC's sub-group in charge of progressing a substantial part of the EC's competition policy work stream and this training course series represents the biggest component of that work program.

This training course will build APEC economies' capacity in the area of competition policy and contribute to the implementation of "Osaka Action Agenda" (adopted in 1995, amended in 2002) and "APEC Principles to Enhance Competition and Regulatory Reform and Structural Reform" (adopted in 1999). In addition, this training course is also expected to progress both the "APEC Structural Reform Action Plan" (adopted by the APEC Ministers Meeting in 2003) and "Leader's Agenda to Implement Structural Reform (LAISR)" (adopted in 2004).

Objectives

The specific objectives of this course are

  • Discuss various aspects of competition advocacy and deeply understand its role in raising awareness of governmental entities, business community and the constituencies of the society on competition law and policy; and
  • Exchange information and share country practices and experiences on competition advocacy, which promotes effective enforcement of competition law and policy.

Participants

About 60 mid- to senior-level officials of competition and related authorities of more than 20 Asia-Pacific countries.
