ADBI/RSIS Conference: The Evolving Global Architecture: From a Centralized to a Decentralized System

Purpose

The conference will gather well-known scholars and experts on the international monetary system and actively promote a discussion on relevant issues which is expected to contribute to the theoretical and empirical literature and regional policy dialogue. The key issue to be analyzed is what reforms and innovations are needed to reform the global economic architecture (GEA) to promote financial stability and sustainable economic growth for emerging economies, focusing on (i) G20 effectiveness and reforms; (ii) global financial safety nets and regional safety nets; (iii) global and regional financial architecture; (iv) trade architecture—WTO and regionalism; (v) global and regional security arrangements; and (vi) World Bank and regional development banks.

Background

The global financial crisis and its aftermath have led to much debate about the shortcomings of the global economic architecture (GEA) and possible reforms. ADBI has been involved in several research activities on reform of the international economic system. This includes conferences such as "International Cooperation in Times of Global Crisis Views from G20 countries" in New Delhi in 2010, "Reform of International Monetary System: Asia Perspective" in Tokyo in 2010 and "Reform of International Monetary System" in Tokyo 2011. ADBI has also participated in various initiatives to present policy recommendations in this area at the G20 Leaders Summits. This conference will focus more broadly on reform of the GEA, including issues related to multi-lateral organizations/entities such as the World Bank and the World Trade Organization and security-related issues as well as those related to financial stability.

Objectives

1. Review key issues in reforming the global architecture including the roles of the oversight bodies such as the G20
2. identify evolving trends in the global architecture including developments at the regional and the national levels; and
3. develop ideas and principles to ensure that national and regional efforts complement global institutions and not try to supplant them.
