Poverty Targeting in Asia: Lessons for Pakistan

Background

In 2003 ADBI launched a major, five-country study on the effectiveness of measures of poverty targeting in India, Indonesia, Philippines, PRC, and Thailand. This study is now complete and will be published in 2005 under the title "Poverty Targeting in Asia", Edward Elgar, Cheltenham, UK.

Evidence from the PRC study, the India study, and the overview material was drawn on at this research seminar hosted by the Government of Pakistan and ADB's Pakistan Resident Mission.

Objectives

Governments usually wish to target resources at the poor and vulnerable, yet experience across Asia has shown that this is difficult to do effectively. The objective of this high level policy seminar was to address the question of what Pakistan can learn from the experience of other countries in the targeting area. Indian experience received particular attention.
