Disaster Risk Management in Asia and Pacific: Cooperation Workshop

Purpose

To discuss chapter drafts for a major study on disaster risk management (DRM) in Asia and the Pacific, to reflect on the lessons and challenges which the region has experienced in recent decades, and to make appropriate policy recommendations for the countries in the region. The study will be carried out by ADBI and the Regional and Sustainable Development Department at ADB headquarters.

Background

Developing countries in Asia and the Pacific are particularly exposed to risks from natural disasters. Of the ten major natural disasters with the highest death tolls across the world since 1980, seven occurred in developing countries in Asia.

The losses from these disasters have been huge in terms of both life and property. A conservative estimate of the average annual direct economic loss due to disasters in Asia and the Pacific in the period 2002-2011 is $65 billion, and the trend is still rising.

In view of the severe economic and human impact of disasters, it is important to formulate and implement country-based and region-wide strategies to address and reduce such risks and their consequences.

Seven sessions with presentations, discussions and questions and answers on issues including:

• Economic and human impact of disasters
• DRM financing & Governance
• Climate Change Adaption
• Compound Disaster
• DRM policies and practices at national and local levels
• Lessons from Great East Japan Earthquake and its implications for Asia and the Pacific (Luncheon Seminar)

Objectives

To launch the study on disaster risk management (DRM) in Asia and Pacific, which will be carried out by ADBI and RSDD (ADB). The study will reflect on the lessons and challenges that the region has experienced in recent decades, and make appropriate policy recommendations for the countries in the region.
