CLMV Project Training Program (2): Developing Agricultural Supply Chains in Cambodia, Lao PDR, Myanmar and Viet Nam

The program will provide participants with an opportunity to expand their understanding of the role of supply chains within wider agricultural policy and examine potential approaches to improving national policy initiatives.

Background

The Cambodia, Lao PDR, Myanmar, and Viet Nam (CLMV) Project is working with CLMV governments on a series of policy-oriented research activities and capacity building programs aimed at helping these countries narrow their development gap with other ASEAN members.

In the pilot phase, the CLMV Project is focusing on the theme of agricultural productivity and natural resource management. The agriculture sector plays a key role in each of the CLMV countries and has made enormous improvements in the past decade, raising food and cash-crop production. Yet the sector faces many challenges, including the adverse impacts of climate change, land and soil degradation, extreme weather events, deforestation and loss of biodiversity, and declining water availability. As each country manages these challenges, they continue efforts to ensure food security for their population; examine options for shifting from production of low-value to high-value products; reduce commodity dependence; and encourage development of a green economy that emphasizes environmentally sustainable economic growth.

Developing efficient supply chains is a critical component of enabling trade and expanding opportunities to farmers and agricultural producers in CLMV. Building on the first CLMV Project training program on developing viable seed industries, this program will use lectures by international experts, case studies, and small group work to explore the role of supply chains in enhancing agricultural productivity, consider country perspectives on practical supply chain management questions and related challenges, learn from international experience with agricultural supply chain management, and develop a set of key policy issues and research questions to help guide future Project activities.

In addition, each country team will work with resource persons to refine a SWAT analysis of their supply chains and identify action items. This analysis will feed into a series of discussion papers being prepared by the Project and also inform development of training programs planned for 2013.

Objectives

Participants should leave the program with improved understanding of:

• the relationship between agricultural productivity and economic development;
• the role of supply chains in enhancing agricultural productivity; and
• selected good practices in supply chain development.

Outputs

The program will:

• improve understanding of the role of supply chains in national policy frameworks;
• provide participants with practical examples of supply chain development and implementation in developing country context;
• enable CLMV countries to examine their approach to supply chain development and implementation in a subregional context; and
• create a network of CLMV supply chain officials and experts.

Participants

The program is designed for approximately 30 experienced government officials from CLMV countries involved in developing policy in the agriculture sector or in supporting the development of agricultural supply chains, including officials with specific expertise and responsibility for seed policy issues.
