Public Finance PRC: Local Government Budget Management Seminar

Post-event Statement

This seminar was held in Xi'an, People's Republic of China, from 5-9 September 2005. It was organized in collaboration with the Human Resource Development Center of the Ministry of Finance, PRC, Shaanxi Finance Department, and ADB PRC Resident Mission. 128 central and local government officials attended the seminar. Both Chinese and international experts shared their experiences in budget planning and expenditure management at the local government level. Some seminar documents are available on this web site.

Background

The People's Republic of China (PRC) is in the process of carrying out fiscal reforms that include decentralization and the delegation of authority to local government. Local governments are now facing challenges in generating sufficient revenue to meet additional funding requirements delegated by the national government, budgeting and managing expenses, and investing surplus funds and managing funds. There is a large need for capacity development at the local government level, especially in the Western region. ADBI and the Human Resource Development Center of the Ministry of Finance, PRC will jointly develop courses in public finance to build the capacity of local government officials in budget planning and financial management. ADBI courses will complement the activities of two ADB technical assistance projects for Fiscal Management Reforms and for Western Region Human Resource Development.

This first course of the seminar series will focus on decentralization of budget, intergovernmental transfer of funds, revenue and expenditure forecasting, departmental budgeting, and performance-based budgeting.

Participants

Chiefs of budget divisions of the provincial financial departments and directors of city financial bureaus in selected provinces, with special targeting of provinces in the Western region

Responsibilities

Each participant is required to participate in every session during the seminar and prepare a plan to improve budget management in their own situation.
