Background

Some of the major concerns in developing member countries (DMCs) have been generation of sufficient public revenue, allocation and use of those resources efficiently and responsively, and government accounting and reporting. There are increasing pressures for DMCs to improve budget and expenditure management, improve transparency and accountability, and eliminate corruption and misuse of public funds. ADB has been assisting many DMCs in carrying out reforms in these areas through technical assistance and policy-based lending.

This course will focus on

• budget formulation and execution and linkages with national development plans;
• management control, and monitoring and evaluation of government spending; and
• budgetary reform strategies and multi-year budgeting.

Participants will discuss international experiences and best practices and prepare action plans to improve budget and expenditure management.

• To build the capacity of middle- and senior-level government officials in budget planning and expenditure management
• To provide opportunities for participants to share experiences in budget and expenditure management
• To assist participants in preparing action plans to improve budget and expenditure management.

Responsibilities

Each participant is required to participate in every session during the course and prepare a country plan to improve budget and expenditure management.
